Should integrity be taught to our leaders?

I have been observing that a number of our leaders are not ethical in their dealings albeit personal or business. I am therefore wondering if this important virtue integrity is to be taught especially as men and women are thrust into high profile positions with heavy responsibilities and attendant ethical issues that must be deliberated upon in order to make wise choices. A number of political leaders whose career path have reached their peek are falling because of unfaithfulness and corruption. some have even died like dogs in the process. These personalities have done well and have attracted followers so that when they blunder a number of persons are affected. These persons feel let down and betrayed. This is evident in many societies and cultures wether large or small. What can be done to curb this monster of unethical dealings, corruption, unfaithfulness? Should the teachings of integrity be taught? what do you think?
